What are the appropriate regulatory and supervisory approaches to microfinance?
With the rapid growth of microfinance, there is increased interest in prudent banking regulations for microfinance institutions.
The paper outlines the risk profile unique to microfinance institutions.
It summarizes principal findings from country studies examining different regulatory structures. The paper reviews three cases:- Countries where regulated microfinance institutions operate within the commercial banking regulations;
- Jurisdictions where special categories of non-bank financial institution have been established for microfinance institutions;
- Countries where associations of microfinance institutions are establishing performance standards as a precursor to determine an appropriate regulatory environment.
Finally, the paper makes recommendations to regulate MFIs, either within the existing regulatory framework or by establishing a special regulatory category for microfinance. (author)
