Review of institutional fit, cost, implementation sites, and pros and cons of Delta Loan Tracking System software

This review provides an overview of the software Delta Loan Tracking System, developed by Delta Informatics. The general features of the software are:

• Suited for Arabic-speaking, small and medium microfinance institutions;
• Needs knowledgeable Oracle database administrator;
• Tracks loans only for individuals, groups (but not at members level) and companies.

As per the review the prominent advantages and disadvantages of the software are:

• Advantages:
  • Software and support available in Arabic and English;
  • Vendor is close to its regional customer base (Middle East);
  • Vendor has the capacity to adapt the software to customer requirements;
  • Robust and reliable technology.
• Disadvantages:
  • Limited functionality;
  • Limited customer base;
  • Not suited for institutions lacking reliable telecommunications links.

The paper rates the software on a scale of one to four stars, with four stars denoting the best performance:

• Three stars on technical capabilities
• Two stars on parameters - functionality; ease of use; management reporting; services.

As per the review the cost implications are:

• Minimum of 5 user licenses to be taken, costing USD 15,000;
• Accounting module - 5 user licenses minimum: USD 10,000; additional user: USD 750;
• User training: USD 200 per trainee (24 hours training); technical training: USD 300 per trainee (12 hours training);
• Maintenance and customization extra.

Jordan is the development center for the software. Eight institutions across the Middle East and North Africa have installed the software.
